Meeting Minutes

Eastern Division Variance Request – Dr. Cannarella and Barry Linger discussed the Eastern Division curriculum.  Dr. Linger explained that the traditional 3rd year curriculum is six-eight week clinical clerkships of family medicine, pediatrics, behavioral medicine and neurology, surgery, internal medicine, obstetrics and gyn.  The eastern division program curriculum will be two integrated 24 week modules.  The Osler Module is family medicine and peds, behavioral medicine and neurology.  The Cushing module is surgery, internal medicine, OB/GYN.  The unique features of the program are the primary care continuity experience, problem-based learning and a community service learning project.  Dr. Cannarella passed out a handout and explained the community service projects and the use of HP2010.  The eastern division would like one month of RHEP credit in the 3rd year.  These students would be identified in Tracker however we decide should best be done.

 

Dr. Brennan with the School of Pharmacy will be working with the interdisciplinary sessions and with students.  Hilda pointed out that because of all the changes and the potential impact to other disciplines, we need to be apprised of future curricular changes in the Eastern Division.  Dr. Linger said they have been talking with a PA school and other disciplines to also be included.

Proposal for a variance to Policy 98-02 to the Eastern Division was passed by the committee for 3rd year students in the WVU Eastern Division (See/Crawford).

 

Dr. Ferrari explained that students in 4th year would still be required to do two four month blocks.  Question whether students would need to stay in the eastern division or go somewhere else.  The committee agreed that they could go anywhere they would like to go for these rotations (i.e., other RHEP sites and consortia).

 

Dr. Ferrari brought up the issue of Martinsburg remaining in the RHEP program, asking if Martinsburg as a city should go on the restricted city list?  Does Martinsburg still need RHEP with a medical school campus going there?  The city is not medically underserved.  Dr. Ferrari said he did not see how we can justify Martinsburg as continuing to be part of RHEP.  Carla said she has several community pharmacies – adv practice rotations are located in the 3 county areas.  She said she needs City Hospital and they won’t be able to send students there because they don’t have housing.  Rosie asked whether Martinsburg could be a forbidden city for only one discipline – medicine?  Then once the other disciplines are set up and rotating in the Eastern Division, then this can be considered at that time.  This could be a phase-out type of plan. 

The committee discussed the criteria for determining whether a site is a forbidden city and decided that the committee should probably come up with a criteria since there seemed to be none.  It was pointed out that if Martinsburg is a forbidden city because there is a school there, then Lewisburg would have to be excluded as well.

 

Hilda said that the Panel has the authority to appoint training sites.  However, the Panel is not going to do that unless the local consortia concurs with a change of status.

Dr. Linger said that the eastern division is hoping to expand so that sites in the Martinsburg area would be saturated with students from the eastern division, therefore, there wouldn’t be any availability for RHEP students in that area anyway. 

Dr. Ferrari said that he was having a hard time justifying to students why other areas are forbidden and why Martinsburg is not.  This issue is part of a much bigger issue. 

Hilda said that chances are we will have a budget cuts.  This may mean making changes and looking at rural and other issues.

With no consensus on the issue, Hilda suggested that the committee have a criteria discussion. 

Recruits in rural areas are scattered all over the state.  Hilda said she felt the criteria has to relate to need. 

It was suggested that the School Committee entertain criteria about the selection of sites, there could be some email and internet discussion on this.

The committee ran out of time before addressing the other items on the agenda.

 

April passed out policy 1995-04 “minimal requirements for IDS/Interdisciplinary Experiences” and asked for feedback on this policy within 2 weeks.  This policy will go before the advisory panel for approval in November.  She will send an email out about this.
