GROUP REPORTS:

See reported that during the last year the Outreach/Curriculum Committee and
Schools Committee have held joint meetings in order to address common issues.
The main issue addressed was Policy 2004-02 “Policy Statement to Encourage a
More Even Distribution of Medical Students.” On March 12, 2007 the Schools
Committee voted to 1) review data beginning July 2008, with implementation of
new levels July 2009 as reflected in the chart below, 2) other rural sites will
be counted, and 3) the policy will reflect only 2 levels of medical students in
order to encourage a more even distribution of medical students and to cut down
on confusion.

Margaret Novacich
presented the new policy for Management and Disposal of Property and Equipment
that was created under the direction of Kristi Pritt because the guidance in
existence was located in multiple areas. This policy combines all the
information into one policy. The policy states that capital assets are anything
with a purchase price of $1,000 dollars or more and a useful life of greater
than one year. Property and vehicles are still unable to be purchased per
Finance Committee and Advisory Panel decision in 2003. All equipment that is purchased is titled to
the RHEP consortium but remains the property of the Higher Education Policy
Commission. Whenever property is disposed of, funds generated revert back to
the HEPC in the form of funds to be spent at that consortium or if there is a
balance at the end of the fiscal year, that money is given back to the HEPC for
redistribution to the consortium. N
Ferrari moved to approve the policy as presented/seconded by R Meckstroth.
Dennis McCutcheon called for discussion. Hilda Heady asked Margaret if this
policy was to apply from here forward or would it cover property that is
currently out there. Margaret responded that it would cover property that is
currently out there. After discussion,
the motion on the policy was tabled (moved by T Hefner/G Mitchell) until Kristi
Pritt and legal counsel from the HEPC could be present for discussion regarding
existing properties.
Amber Crist reported on
the activities of the Kanawha Valley Health Consortium over the past six months.
Due to technical problems
the report from Winding Roads Health Consortium Coordinator Chuck Conner will
be rescheduled.
A think tank session is
scheduled for tomorrow with all the AHEC Center Directors and RHEP Site
Coordinators to put the advocacy plan together.
Patti Crawford informed the panel that
Rural Health Advocacy Training with Alan Morgan, CEO, NRHA is available on the
WVHRA.org website. She also said that WVRHA has asked AHEC/RHEP to host a Rural
Health Forum.
