West Virginia Rural Health Education Partnerships Advisory Panel Meeting Minutes Monday, May 11, 1998 Attendees: Hilda R. Heady, Dennis McCutcheon, Nancy Alfred, Elizabeth R. Dennis McCutcheon opened the meeting with a call to approve the Consent Agenda. Same was approved (Ferrari/Stookey). Consortia/Site Reports: Jon Duffy of Cabin Creek opened by passing out handouts, which included an article from the May issue (“Pure Oil Village”) of the WV Magazine about life in Cabin Creek. He presented also a copy of their new brochure before it goes to print. Cabin Creek serves Rural Kanawha County with 4 primary sites in their Consortium, Clendenin Family Medicine, Glass Family Medicine, Upper Kanawha Medical Center and Cabin Creek Health Center. Parr Thacker, new site coordinator of Cabwaylingo Health Center Consortium; introduced their new logo and gave a brief presentation of the LRC’s in Fort Gay. Their consortium hosted over 50 students last year along with 10 family practice rotations. Dan Brody, a key faculty member also gave a brief update. A final presentation was given by Jacquelynn Copenhaver of Rivers & Bridges Consortium. Jacquelynn presented a video of board members and their advisory group members giving updates on budget concerns, recruitment and retention, and on the impact of managed care networks in their region. Three main goals for ‘97-98 that R & B wants to focus on are: recruitment and student rotations, staff development, and community service & research. Committee Reviews: HSTA Ann Chester commented on the great turn out of the 4th Annual HSTA Science Fair that was held at Capital High School in Charleston. Over 400 students attended this year. This figure is up 200 students from last year’s Fair. Student Advisory Group Steering Committee Beth Knight Cook, Fourth Year Medical Student from the WVU SoM, Charleston Div., attended the steering committee meeting held on April 14 via MDTV. Student representatives from the health science schools met to form discussing forming an on-going student advisory body to the RHEP State Advisory Panel. Some issues that were discussed were: how many members are to serve, how often to meet and a means of communication for the students to express their concerns. Following some questions and comments on the report of the steering committee, Dennis McCutcheon stated that the panel could consider the vote on the policy that was listed for later in the agenda. On the move and second, and call of the question, the policy draft, policy 90-01 “Formation of Student Advisory Council “ was approved with a minor language change on item #3. (Wm. McCutcheon/Stookey) The Community-Campus Partnerships for Health Conference was held on April 25-28 at the Hilton Hotel in Pittsburgh, PA. Comments were given by Chuck Conner and Heather Krugman, both were very excited and impressed with our own RHEP program compared with the other Community Partnership Programs that were represented. Evaluation Committee Heather Krugman , from the Rover Consortium, reported that the Evaluation Committee is fine tuning the Student Rural Experience Survey. During the committee meeting, each question was reviewed, the plan is to have it completed by July 8th. Executive Directors Report Hilda stated that the Policy Tracking Form has been completed and updated and will be mailed out to all site coordinators as well as posted on the WVRHEP Web site. Hilda also reported on some current grant initiatives in the state concerning rural health and possible roles for WVRHEP. These include the Robert Wood Johnson Foundation/Benedum initiative called the Southern Rural Health Access Project. This project includes seven other southern rural states and has four component areas: Rural Leadership Development, Recruitment and Retention, Rural Health Network Development, and a Revolving Loan Fund. Hilda is chairing the Recruitment and Retention work group section of the grant and site coordinators Elizabeth Richmond, Jacquelynn, Leslie Plants, and Heather Krugman are involved in this and other work groups. The W.K. Kellogg Foundation has another initiative called “Community Voices: Health Care for the Underserved. The University System has applied for this grant under the direction of Dr. Weston. The grant was written by Renate Pore along with Alicia Tyler. The proposal will be expanding community and school based initiatives as a way to improve health care delivery at the community level. This project targets Kanawha, Clay, Boone, and others southern counties and also involves the Family Resource Networks and the Kanawha Valley Community Council. Site Coordinators, Penny Rose and Jon Duffy have been involved with the Kellogg site visit on this project. Hilda also reported that the Office of Rural Health at WVU has recently submitted an application to continue the Rural Health Fellowship program which will now be called SEARCH. This grant program will still be administrated by the Office of Rural Health as a subcontract from the Bureau for Public Health. This new grant program will also us to add resident support for completing rural rotations. Hilda stated the International Conference on Partnerships for Community Health will be held in Albuquerque, New Mexico, October 17-22, 1998. This is the same international conference that we sent Janelle Thomas to last year and was held in Mexico City. Janelle presented her project at our annual dinner in February as was the recipient of our student research award. Hilda would like to see more than one person from our program attend. She is encouraging team proposals and abstracts and these are to be sent to Hilda by July 1st. She distributed the call for abstracts and brochure to those in attendance. Policy Approval: The Panel next reviewed and discussed Policy 98-02 “Minimal Requirements for WVRHEP Student’s Status” which replaces: Policies 95-05 and 95-06. This new statement is an update and combination of language for consistency between the two policies. This work had been done by the site coordinator’s group. The policy was approved.
