West Virginia Rural Health Education Partnerships Advisory Panel Meeting Minutes March 17, 1997 Days Inn, Flatwoods, West Virginia Dennis McCutcheon called the meeting to order. He opened the meeting by asking for introductions of any new members or guests. Nancy Alfred and Eric Peters were introduced as new WVRHEP Advisory Panel members. Clarke Ridgway reported on Policy #95-10. He and his committee recommended this policy for approval. On the move of Dr. Ferrari and the second of Dr. Martin, Policy 95-10 ÒDefinition of WVRHEP field FacultyÓ was approved. On the move of Dr. Martin and the second by Sarah Lee Neal, the motion to move the consent calendar was approved. Mike Lewis reported on the Health Sciences Scholarship Program Status Report. He stated that Dr. Weston gave $10,000 awards to 26 students: 13 medical students, 8 nurse practitioner students and 4 physician assistant students. Of the 13 Medical students their career goals were: 6 Family Medicine, 5 Internal Medicine, 1 Pediatrics, and 1 Internal Medicine/Pediatrics. Ann Chester and Steve Stark reviewed the HSTA Program and progress to date. They stated that their mission is to encourage community leaders to mentor, improve science and math education, empower leadership, increase the college-going rate among Appalachian students, encourage use of the educational pipeline and community-based clubs. Funds are needed to continue with Phase II and III. Dr. Weston urged Site Coordinators to gap the bridge between HSTA and the community. Cecil Pollard reported for the Evaluation Committee. Their committee is working with the School Committee and the schools on reporting of rotations according to the unique academic years of each of the disciplines and schools. The committee is still working with the Site Coordinators and the schools to fine tune the definition of a WRHEP student and rotation. The committee is working with site coordinators and schools to develop a process to verify length of rotation. They are also working with the School Committee on distribution of students at sites. Dr. Weston reported for the School Committee. The major focus that they are working on is the distribution of students throughout the consortia. He feels that there isnÕt an appropriate distribution throughout the system. The School Committee will develop proposed policy options for review by other committees and the Site Coordinators group. Dr. Weston discussed the Annual Report. The legislature is still very supportive and feel we still need to get into the area of expanding graduate education. They have requested a report of all of the funding of graduate education. Since the administration has changed, they have put through a vacant position sweep. The Health Sciences has been cut 2 1/2 million dollars and about $100,000 from WVRHEP. This is based on what positions were open on November 30. Dr. Weston announced the ÒCommunity Campus Partnerships for HealthÓ Conference to be held April 24-30 in San Francisco, California. He encouraged community members to attend and offered $1,000 from his office for support. He thanked everyone who attended and helped to make the Legislative banquet a success. There was some discussion regarding moving the Advisory Panel and School Committee meeting to an earlier time due to the lag time in between the meetings. It was decided to start the Advisory Panel meeting at 2:30 P.M. instead of 3:00 P.M. The Recruitment and Retention committee will begin at 12:30 instead of 1:00 P.M. Dennis McCutcheon suggested putting the information updates from the Advisory Panel Orientation and Reference Manual onto the web. The directory and all updated policies would be placed on the web for personal retrieval. There was some concern that the community members would not have access to this information. It was suggested that the site coordinators could help with this. The Consent Calendar will also be placed on the web instead of being mailed. Dennis announced that the updates for 1997 WVRHEP Orientation and Reference Manual would be distributed after todayÕs panel meeting. Brian Williams, Site Coordinator for Mountain Health Partners, presented his consortia management update. He stated that in the months since his hiring in July 1996 he has focused on change in technology and in processes. He upgraded the existing PCs and purchased new PCs for the St. JosephÕs LRC, established a ÒminiÓ LRC in Elkins, located contact persons for local community service projects, arranged IDS sessions with St. JosephÕs Medical Plaza, created a database structure to schedule student rotations and established student housing in Elkins. Georgianna Tillis, Site Coordinator for Western Counties presented her consortia management update. They have had 4 Consortium meetings and have been busy filling board positions from the five counties. They are now finishing construction and renovation at Health Care of Gallipolis FerryÕs Clinic, where the permanent Consortium office will be housed along with a Learning Resource Center. Their focus since July 1, has been staff development and getting their site up and running. They are in the process of identifying additional sites and preceptors. Their IDS sessions began on February 14th rotating between Lincoln Primary Care and Mason County. They are now working on creating Community Service projects. Leslie Plants, Site Coordinator for Mountain Health Partners presented her consortia management update. Rotations for 95-96 school year had a total of 6 rotations. For the 1996-97 year, however they have to date 13 students and a variety of disciplines represented. They have appreciated the opportunity to use evaluations to improve their program. Interdisciplinary Sessions are held on Fridays beginning at 12:00 noon in the Learning Center. To arrange Interdisciplinary Session Topics, surveys are taken of the Field Faculty for IDS session material. The meeting adjourned at 4:50 P.M.
