West Virginia Rural Health Education Partnerships Advisory Panel Meeting Minutes November 13, 1995 Days Inn, Flatwoods, WV Dr. Weston opened the meeting of the WVRHEP Advisory Panel meeting by welcoming everyone. There were no new members in attendance at this meeting. Dr. Weston called to move the consent calendar. On the move by Dr. Ferrari and the second of Dr. William McCutcheon, the panel voted to approve the consent calendar. As part of the Panel’s orientation on health sciences education, Dr. Robert Walker presented the medical school curriculum for Marshall University School of Medicine. John Mooney presented for the West Virginia School of Osteopathic Medicine. He stated that there are 132 students rotating off campus in their Junior and Senior year. Fifty percent of the graduates practice in Family Medicine, 66% practice in Primary Care. Thirty-three percent stay in West Virginia and 23% locate in medically underserved areas. Dr. Jamie Shumway presented an overview of the West Virginia School of Medicine and their curriculum. The WVU School of Medicine’s mission and objectives are to continue to provide the high quality education program which is one of the hallmarks of the institution by stimulating interest of medical students in the primary care fields and rural health care; emphasizing prevention, healthy lifestyles and outcomes; promoting interdisciplinary campus and community-based self-directed learning; regarding and valuing teaching contributions; and, educating health care leaders for tomorrow. The policy for the formation of local consortia governing boards was reviewed and discussed. Dr. Robert Walker confirmed the meaning of “community” as it is used in the policy, as meaning not employed in the health care industry. Dr. McCutcheon moved and Dr. Ferrari seconded the motion to approve the policy. There was some discussion regarding the effective date of July 1, 1996. The panel felt that the effective date should read “on or before July 1, 1996.” On the move by Dr. Joe Golden and the second of Mr. Tom Whittier, the panel voted to approve the amendment to the policy. Hilda Heady introduced Bill Barker from Point Pleasant Hospital. She explained the review of Point Pleasant Hospital’s proposal to create a new consortium, the Western Counties Consortium. She then opened the floor for comments or questions. Dr. Spratto expressed concern regarding pharmacy not being represented in the report. Bill Barker responded that they do have an in-house pharmacist. Hilda suggested putting this information into the Capacity Report. Mr. Tom Whittier questioned the possibility of consortia overlap. Dr. Weston stated that no two consortia can hold primary training sites in common. Dr. Richard Meckstroth suggested working with a site coordinator. On the move by Dr. Jane Martin and on the second of Dr. Norman Ferrari, the panel voted to approve Western Counties Consortium proposal. John Mooney reported for Helen Baker on the first Faculty Development Day held October 26 in Barboursville, WV. He presented participant feedback of evaluations of each session, ratings by Field Faculty only. All ratings by all participants will be reviewed by the Spring Conference Planning Committee. Dr. Weston stated that he was very impressed with the success of the Faculty Development Day and thanked Hilda Heady’s staff for their support. Future Faculty Development Conferences are to be held Saturday, April 20 and Sunday, April 21 at Canaan Valley (prior to the SHEC conference). Also next Fall, before the Rural Health Conference, date/place/chair to be announced. The next meeting of the Faculty Development Task Force will be Monday, May 13 at Flatwoods Days Inn, 9:30 A.M. - 12:00 Noon in conjunction with the RHEP Board meetings. Dave Ellenwood reported on the Research Committee. He reviewed the Community Service Model and reported that the Research Committee is starting a Research Manual. Dave also gave the Performance Management Update Report. City Hospital has a new site coordinator, Tiffany Hine. The two eastern sites will now be reviewed individually. In terms of number of rotations reported, we have set an all time high. Dave Ellenwood also gave the report on the number of student rotations and said that an annual report for 1995 would be available in February. Dr. Weston and Hilda Heady reported on the October 15 meeting with the Higher Education Legislative Oversight Committee and detailed some of the information included in the Higher Education Report Card. Dr. Weston announced that there would not be a meeting in December. He suggested holding the second week of January for a possible WVRHEP meeting, if one is necessary. On February 12th, plans are underway to have a reception during Rural Health Day at the Legislature in Charleston. Dr. Weston announced that the WVRHEP meetings will resume regularly scheduled meetings in March.
